John A Paxton was a self-made businessman who rose from a Virginia upbringing to become a central figure in the early political and financial landscape of Marysville. A member of the California Legislature in 1852, Paxton's career was often marked by high-stakes mining speculation and controversial business practices. During his tenure as Treasurer of Yuba County, he was suspected of speculating in the city of Marysville scrip, due to a close relationship with his bank partner and Marysville City Treasurer Mark Brumagin. As Receiver at the US Land Office, his financial dealings drew the scrutiny of federal agent J Ross Browne.
